Several billion euros for some, a couple of million for others: nearly all ministries had been affected by the decree on “credit cancellations” revealed this February 22 at Official newspaper. On February 18, the Minister of the Economy, Bruno Le Maire, introduced on TF1 a drop in French development from 1.4% to 1% for the 12 months 2024 and because of this, a discount of ten billion euros of ministerial appropriations.

“All ministries will contribute up to what they represent in the national budget”, declared Mr. Le Maire. But the figures introduced within the Official newspaper present quite the opposite that the cancellations of credit don’t carry the identical weight from one ministry to a different.

Of the ten billion euros in finances cuts, greater than 2 billion concern the finances labeled “sustainable ecology, development and mobility”, which is the world most affected. This represents 7.5% of the finances allotted to this mission for the 12 months 2024. Among the large cuts are the “work and employment” missions – 1.1 billion credit much less (– 5.4%) and “research and higher education” affected by a drop of 904 million euros (– 2.9%). The cuts in missions linked to “solidarity, integration and equal opportunities” quantity to 300 million, which corresponds to just about 10.3% of the 2024 finances. For “defense”, however, the 107 million fewer euros correspond to 0.17% of the finances. Contacted, the ministry’s workplace explains that “all ministries are called upon to contribute, up to their capacities”and that the price of the warfare in Ukraine and the geopolitical context “would make significant credit cancellations non-credible”.

These 10 billion euros of canceled credit are added to the 16 billion financial savings already included within the 2024 finances. But the Minister Delegate accountable for public accounts, Thomas Cazenave defined, on France Inter on February 20 that, to make much more finances cuts, the federal government might desk “a amending budget in the summer” in compliance with the natural legislation of 2001 on public funds. This provision requires that “the cumulative quantity of credit canceled by decree (…) can’t exceed 1.5% of the appropriations opened by the finance legal guidelines regarding the present 12 months.
