A public inquiry is to be held into the police investigation of the homicide of Emma Caldwell after it took nearly twenty years to convey her killer to justice, Scotland’s justice secretary has introduced.

Angela Constance has introduced an impartial judge-led statutory public inquiry can be held to look at the police response to the homicide of Emma Caldwell nearly 20 years in the past.

The announcement comes after each Scottish first minister Humza Yousaf and his justice secretary Angela Constance met with the murdered lady’s mom earlier this week.

Miss Caldwell was killed by serial rapist Iain Packer in 2005 – however whereas he was interviewed by cops the month after her physique was present in May that 12 months, it was solely final week he was convicted of her homicide, together with a sequence of rapes and different offences.

Police Scotland has already apologised to the household of Miss Caldwell and his different victims, saying they had been “let down” by policing in 2005.

Ms Constance advised MSPs what Emma Caldwell’s mom Margaret mentioned to her.

She mentioned Mrs Caldwell advised her: “My daughter Emma and the numerous victims who so courageously spoke up deserve nothing lower than a sturdy, impartial public inquiry and a choose who will act with out concern or favour.
