KYIV — Neil Young songs aren’t sometimes used as instruments of diplomacy. Tuesday evening in wartime Ukraine’s capital, not lengthy earlier than curfew, U.S. Secretary of State Antony Blinken deployed a left-handed guitar within the service of supporting Kyiv in its struggle towards Russia.
