Germany within the disaster: Ex-Constitution choose fears descent to the “second world country” | EUROtoday
The former President of the Constitutional Court, Andreas Voßkuhle, considers Germany to be acute. Together with earlier ministers, he calls for a complete state reform – and presents 30 concrete options.
Former constitutional choose Andreas Voßkuhle urgently warns a second or third world nation of a relegation of Germany. “Everyone sees that we are unbelievable. And if we don’t get into the slippers now, it will be a dramatic result, ”stated Voßkuhle.
“If we look around the world, we have an idea of what it could mean if we slip as a Federal Republic and become a second world country or at some point even a third world country. This is relatively quick under the current circumstances, ”warned Voßkuhle.
“I was in the United States in New York on the NYU for three months now, when they talk to colleagues, they treat as if they are a second world country. They have already written off them. They no longer consider Germany and Europe to be able to act. ” Germany is “after” in many areas. The state must now be able to act – beyond old ideological power struggles.
Voßkuhle, de Maizière and Steinbrück for state reform
A fundamental state reform for a state -capable state is necessary. For this purpose, the former President of the Federal Constitutional Court presented 30 specific suggestions with the two former federal ministers Thomas de Maizière (CDU) and Peer Steinbrück (SPD) in Berlin.
Among other things, it is advisable to establish a ministry for digitization and administration for progress in this area, to bundle responsibility for deportations and all social benefits at the federal government, to set up national security bodies and to counter the citizens with an advance of trust by reducing documentation and evidence obligations. It is also recommended to rely on “less is more” in laws and to make the procedures extra thorough, clear and integrative.
In the case of deportation, everything that is currently not working will not be better if it remains with the “confusion of duties”, the former Federal Interior Minister de Maizière gave an example. Among other things, the report also suggests that the federal government itself operates deportation facilities.
Former Federal Minister of Finance Steinbrück called for a standardization in social benefits that begin with terms. Depending on the authority, there are different definitions of “revenue”, “home group”, even “youngster,” he said.
Duty to duty should involve citizens more
On the penultimate point of the catalog, the initiative also follows the demand for a general duty. Voßkuhle also justified this with a stronger participation of the citizens in reforms because they would see for themselves what it looks like in a hospital or in the Bundeswehr. The last point of the report is a plea for citizen councils.
The initiative originally wanted to develop its report until September, but decided on the previous interim report because of the early Bundestag election. A final report with further concretizations should be completed in July.
The initiative was founded last year by Voßkuhle, the former federal ministers de Maizière and Steinbrück and the manager Julia Jäkel. Federal President Frank-Walter Steinmeier took over the patronage through the initiative.
