The expertise funding plan is a failure | EUROtoday

French workers “Record mediocre scores in international surveys on the skills of assets (…). The skills deficit weighs directly on employment and economic activity ”. This was the diagnosis drawn up in 2017 by the State in the report of the skills investment plan (PIC).

With 15 billion euros, this multi -year plan was available on three axes: it was a question of facilitating access to vocational training for people who are most distant from employment, better meet the skills of the economy, and to transform the vocational training system.

To ensure the effectiveness of public action, the peak was added a scientific assessment council. Eight years later, in its final report published on April 10, this council delivered its verdict, which confirms that of the Court of Auditors in January: the peak failed on the essentials.

Piloted by Marc Gurgand, Roland Rathelot, Carole Tuchszirer, three researchers specializing in training and the labor market, the evaluation board first puts the impact of the peak on the development of vocational training.
