Manuel Valls, Minister of Overseas, acknowledged Thursday “that no agreement has been concluded” between independence and non-independence in regards to the institutional way forward for New Caledonia. These negotiations within the deadlock, carried out underneath the aegis of the state, befell a 12 months after the very violent riots throughout which 14 individuals have been killed.
