The Minister of Health and Families, Stéphanie Rist, took authorized motion on Wednesday February 11 after the printed of a video displaying a 13-year-old little one being violently hit by a 17-year-old teenager in a toddler welfare dwelling in Châlons-en-Champagne.

“In view of the seriousness of the alleged facts, the particular vulnerability of the victim, as well as the questions raised regarding the conditions of supervision and security within the establishment, I am contacting you in accordance with article 40 of the code of criminal procedure”wrote the minister in a letter addressed Wednesday to the general public prosecutor and consulted by Agence France-Presse (AFP).

In a video broadcast Tuesday night on X, a teen is violently hit within the head by one other teenager. The scene unfolded “in the presence of at least two other teenagers who filmed the scene”in accordance with the minister.

“Facts of particular gravity”

It is critical that “light is shed on these events and possible responsibilities are established”provides Stéphanie Rist, denouncing “facts of particular gravity” vulnerable “to have caused multiple trauma”.

Article 40 of the Code of Criminal Procedure requires “any public officer who, in the exercise of his duties, acquires knowledge of a crime or misdemeanor” to seize “without delay” justice. In her letter, the minister specifies {that a} “concerning information has also been established” with the president of the Marne departmental council, which has jurisdiction in issues of kid safety, “so that any useful precautionary measure can be taken without delay to guarantee the safety of the minors concerned”.
