KYIV — European Union officers on Wednesday took a key step towards approving a mortgage of roughly $105 billion for Ukraine, after Hungary dropped its long-standing opposition.

The two-year mortgage is shifting ahead after its essential opponent, Hungarian Prime Minister Viktor Orban, misplaced his marketing campaign for reelection this month.
