The Community of Madrid, the one area in Spain the ultimate regulation, has not discovered an organization to which to outsource this system with which it meant to supply “comprehensive and specialized attention, by a multidisciplinary team, in matters of equality between women and men, people, entities and companies” of the area. This is said within the Official Autonomic Bulletin on Tuesday, which declares “deserted” a bid Center, Chamberí, Salamanca, Retiro, Arganzuela, Tetuán or Chamartín. A authorities spokesman ensures that this contract is already being accomplished on the brand new tender.
“Ayuso not only privatizes equality, is that the auction to the worst bidder,” laments Lorena Morales, deputy of the PSOE specialised in social insurance policies. “And there are no longer companies that dare to appear to their specifications where professionals are paid misery,” he continues. “Madrid is the only region without equal law, with its expired strategy since 2021,” he remembers. “Women do not care about Ayuso, so not using the funds that come from Europe [el contrato se cofinanciaba al 40% con recursos europeos] He is able to do something to improve the lives of Madrid, although poverty here has a woman’s face. ”
Although the contract can be tendered again, or granted (the regional government has not clarified), Morales believes that the economic contribution of the European Union to its financing may be in danger due to a matter of administrative times. This combative line also expresses Mariana Arce, deputy of more Madrid in the Regional Parliament.
“The Government of the Popular Party within the Community of Madrid has as soon as once more demonstrated the shortage of curiosity it has within the growth of insurance policies that favor gender equality,” he says. “The provision of a complete service in issues of equality to individuals, entities and corporations of the Community of Madrid, which is also financed by 40% by the European Social Fund, has been abandoned as a result of lack of finances and the precarization it presents, as common in these companies that don’t present straight within the area,” he analyzes. “And it’s not stunning making an allowance for that the equality plan between men and women within the administration of the Community of Madrid has been expired since June 2024, being the one autonomous neighborhood that doesn’t have it in pressure. We are additionally the one one that doesn’t have a regulation of autonomous equality accepted. We have neither in pressure since 2021 nor the gender equality technique, nor that of gender violence.”
The wreck of the contract is a setback in the strategy of the Ministry of Family, Youth and Social Affairs, directed by Ana Dávila-Ponce de León Municio. The project was tendered as part of what an ambitious plan seemed on paper. The Equality Program would be in the heart of the Center for Care in Equality between Women and Men of the Community of Madrid, which would be its headquarters. There, according to public documentation, “services aimed at women victims of gender discrimination” would be provided, which included psychological and legal support; “Services geared toward ladies in unemployment”, to achieve their job insertion; or “companies geared toward entities and corporations when it comes to equality between women and men.”
Man of man
It is, explains a government spokesperson, of “a very new service through which a multidisciplinary group will supply data, coaching, recommendation, promotion and consciousness of equality in a selected middle, the place the Madrid Equality program will happen.”
An approach that for now remains in the air. Momentarily in pause. The reason? That in mid -2024, when the project had to start taking cruise speed, only one company had been presented to the contest. And did not meet the technical solvency requirements. To reach that conclusion, more than four months of strips and loosers were needed, of papers that went and went, and of corrections that were requested and obtained. Thus, until the contest was declared desert in November, a decision that has not been published until this month of March.
The shipwreck of the project arrives in a specific context. In 2021, once the objective of governing alone, Ayuso, through the spokesman for his first monochor government, explained that he resigned to promote an equal law. A year ago, the president herself used the 8-M to claim a man’s day. Last September, he announced the creation of a Center for Men Victims of Sexual Violence, and that would recover the denomination of the General Directorate of Women (which involved replacing the General Directorate of Equality). And, recently, the Assembly, controlled by the absolute majority of the PP, has rejected a question of the PSOE, which wanted to know when the regional executive would promote a regional law of equality between men and women.
That issue was not considered pertinent with the argument that it did not serve to control the government, according to a socialist source, then, it was pointed out, “the legislative impulse corresponds to the meeting.” What is for certain is that the Government is liable for the tender for the regional administration contracts, and that the equivalent to the Madrid Equality program has been abandoned.
