Friday’s arrest stems from an April 18 incident by which U.S. Immigration and Customs Enforcement officers entered Dugan’s courthouse with a warrant to arrest Eduardo Flores-Ruiz, an undocumented immigrant from Mexico who was in courtroom for 3 misdemeanor counts in reference to a March 12 struggle.
