The second set of negotiations between diplomats from Kyiv and Moscow to finish the struggle in Ukraine is scheduled for Monday in Istanbul. Despite the flurry of diplomacy, the 2 sides stay far aside over a doable deal – both for a truce or longer-term settlement.
