A automobile bomb killed a senior Russian common in southern Moscow on Monday morning as officers reported “slow progress” in talks with the United States on the way to finish the conflict in Ukraine. Lieutenant General Fanil Sarvarov, 56, head of the Russian General Staff’s coaching division, was killed when the bomb, which had been positioned below his parked automobile and detonated in a residential quarter of southern Moscow.
