A Ukrainian-born Russian man suspected of taking pictures and significantly wounding Vladimir Alekseyev, a senior Russian navy intelligence officer, has been arrested in Dubai and extradited to Russia, the FSB safety service mentioned Sunday. The incident comes amid a sequence of assaults on high-ranking Russian officers for the reason that begin of Moscow’s offensive in Ukraine.
