But the invoice failed just because lawmakers ran out of time within the legislative session.

Black stated there have been disagreements over different components of the invoice, which prevented the measure from passing earlier than the session ended.

Black stated he thinks a ban on first cousin marriages “should come back whether it’s a standalone bill, whether it’s tagged onto some other bill. Not really sure. We’ll have to see.”
