The first state of affairs implies, in accordance with the electrical energy sector legislation, a failure to carry out capabilities that resulted in “damage to the supply.” The second consists of alleged violations during which “the circumstances of risk of guarantee of supply or danger or serious damage to people, property or the environment do not exist.” Without prejudging the event of the information and their conclusion, the CNMC makes a preliminary qualification that leaves some in a greater place than others.
